Mr. Sharulnizam Jaafar born on January 1, 1969, in Ipoh City, Perak State, Malaysia. After His secondary education, he embarked his education at Ungku Omar Polytech in Diploma of Civil Engineering and completed in 1990, then he continued his studies at Science Malaysia University to earning Bachelor Degree of Science in Civil Engineering in 2002. He pursued a Master Degree of Business Administration at Sultan Azlan Shah University and successfully complete in 2018.

In 1992, Mr. Sharulnizam Jaafar working in Ipoh City Council as Assistant Engineer for 15 years. Then in 2007, he been promoted as Tourism and International Affair Officer from 2007 to 2011. In between years, he been transferred various department to shared his knowledge, experienced and expertise to strengthened departments. His leadership qualities and strategic vision led to his appointment as General Manager of Urban Transformation Centre Perak State in 2020. 

Presently, Mr. Sharulnizam Jaafar serves as Director of Corporate Department to implement a vision and mission of Ipoh City Council as Ipoh Smart and Prosperous City in 2030.
