Aaron Gould

Interim CEO , ADE

Aaron is Interim CEO of ADE, where he works to bridge the gaps between industry and policymakers to ensure strategies reflect the needs of energy users and that flexibility and low-carbon technologies provide every site, business, and home with a cost-effective pathway to net zero. He has two decades’ experience developing national policy, collaborating with ministers, researchers, industry leaders, and consumers to ensure decisions are evidence-based and deliver intended outcomes. 

Aaron has led work on decarbonising heat, including early thinking on energy spatial planning, consumer protection for heat network customers, and the role of local authorities in the energy transition. He joined ADE in 2024 as Head of Research, overseeing investigations with academia on heat network flexibility benefits, potentially reducing whole-system costs by tens of £billions to 2050. 

Aaron holds an MSc in Climate Change Management and a Post Graduate Certificate in Public Policy and previously worked in Whitehall, setting national standards for domestic heating, creating the Local Government Climate Change unit, and shaping numerous grant schemes and government strategies.
